Question about scouting

So...I have scouting set to High accuracy..1-20 scale

however when I go to MLB top prospects a player will have 19 CON/17 POW/...............but when I go to the actual player profile, I notice tha ratings are different. is this a scouting loophole for OOTP 17?

Despite using scouting system does the top prospects report show you the actual accurate rating for players?

Top prospects shows their rating as judged by OSA, profile page is showing their rating as judged by your scout.
