International Amateurs Signings in other leagues
I have set signing caps for all other leagues at $10,000 for all non MLB leagues and in previous versions that was enough to stop them from signing in other leagues. I just noticed that most of the players in this years pool have signed in other leagues and one signing for over 1.5 mil.

Anyone else seeing this.
