When do defensive ratings change?

In my replay starting in 1969, Willie Mays was a 2 in center field for 1969 and 1970. I traded him after the 1970 season mostly because of his shoddy defense.
I recently played against his new team in 1971 and now he's a 10 in CF.

Did they change because of what Mays did in real life, or because I played him there almost the entire 1970 season?

And, when in the offseason do those new numbers show up?

I may not have traded him if I had noticed he had improved that much.

At that point Mays is 40yrs old, I'd be shocked to see his D rating in CF go up by 8 in one season at that age. What kind of league are you playing? did you change any settings? Did you get a different scout?That certainly doesn't seem normal for a default Historical league. The more info you can give the better. To answer your other question, players rating changes are dynamic, so they can go up any time, and playing him in CF can certainly help (Did you also play him in CF during Spring Training?) But that dramatic of an increase at that age doesn't sound right to me

Since we're talking historics it would be helpful if you told us what settings you used, as they can have huge effects.
