Help!!! 1979 Team budget

I have a 40 Team League & we're in 1979 I have been noticing that some teams budgets are high & others are low. I have been searching around trying to find the MLB budget for 1979, so I can see what it would be, but I have not found anything at all.
I have looked at Baseball-Referance, Baseball Cube, all go sites for info, but nothing about budgets.
I have read "Creating a financially balanced league" but thats more for 2015-2016 leagues.
If anybody have any ideas for a team budget in 1979, it would be a big help.
