Rogue assistant GM
I recently bought the Steam Edition of OOTP 17. I set up a fictional league (Sandlot Baseball) in commissioner mode and let it sim for 10 years. I then took over as GM of the Detroit River Bandits and disabled commissioner mode. I keep having someone (Assistant GM?) try to sign free agents even though I have set preferences to make that the GM's responsibility. The game files have been loaded and saved under the name SandlotBaseball.zip

How did you take control of the team? If you chose "Act as ..." then the AI still controls the team. To control the team you have to go to the "available jobs screen". You have to be in commisioner mode to do this. See below.

I'm having the same issues.
Also, I started having my assistant GM making all roster moves. After a while, I decided that I wanted to handle the moves myself, and changed the settings in the manager options. The assistant GM is still making the moves even though I have it checked for me to make them. Also, in the offseason I did not retain my asst. GM. As I was in the process of hiring a new asst. GM, a "ghost" GM was still making moves, and offering contracts to free agents. Even though I had no asst. GM, and I had enabled the option for me to handle all roster moves. |

Same problem here: I do take the job via the available jobs screen but then the game shows me as "acting as.." instead, and then the assistant GM moves players up and down from the MLB team despite the fact I have select myself to make these decisions.
And, on top of this, the battle I'm having with my assistant GM is the player the manager wants to bat cleanup, but the assistant manager wants him in AAA! |

You have the do not disturb button selected. When you do that you effectively give control to the AI for your team for everything but trades.
