Purchasing Players

I forget, what are the rules around purchasing players from independent leagues. I can't seem to be able to purchase even though the option is checked in the settings.

trying to figure this out as well!!

I know its likely that I just don't know what I'm doing, but all the boxes are check to allow me to purchase players but I'm still not able to do it.
