Scouting/player development

I'm not sure if this is the right place to post this but with the excitement of 17 coming out I figured I would get some people's thoughts, opinions and ideas.

So when leading up to the player draft I was wondering what you pay most attention to when scouting your players?
What is the key thing you focus on when making your selection in the draft? Is it signability, potential, or anything else that could help me draft.
I usually go position player heavy and try to buy my arms on the market. I think this year I may go for pitching in the draft and buy my position players.

When your prospects are in the minors what is your deciding factor on moving a guy up? Is it injury, performance or suggestions?

I'm just trying to get an understanding how people deal with their young talent and try to build some successful prospects.

I typically use potential first, but I most often draft pitching and then use free agency to add bats. It's just my experience but most of the free agent pitchers that would be worth signing end up going for way over market value because teams will bid the price up. So I end up paying way too much for that ace and it hinders the rest of my team. I've had better success developing pitchers through my organization and adding (relatively) cheap hitting later. Everyone has a different philosophy, though.

Two major things for me: Potential and Character.

I think the AI values some traits higher than others. There are a lot of times I can work a steal of a trade just because a guy has huge power potential. That's great, but can he field? Can he run? Is he a clubhouse cancer?

Hitters
Minimum Contact 10+, Eye 10+, Work Ethic average+, then look for any combination of fielding, power, high WE/Leadership, stealing

Pitchers
Starters must be 12+ in Stuff, Movement & Control, have decent WE/Leadership characteristics
Relievers as above, but control isn't important.

Guys develop, so I'd rather staff with quality coaches and skip the high-end talent, and develop my own stars. Investing in your organization pays long term dividends.

I move prospects up when they're performing well in the league they're in and have halfway decent ratings for the level they'd be moving to (I err on the side of stats though). The only time I deviate from that is if they're getting old and it's sink or swim time.
