Unaffiliated minor league teams signing free agents

So I'm in the first off-season of a recently started save, and two new teams have suddenly appeared in the IL (AAA). Neither are affiliated with a Major League team. Here are their rosters one day after free agency filing.

Any idea what that's about?

Is league evolution on in MLB? Minor leagues can't directly evolve, but they expand if their parent league expands.

This might be it. I had it on by accident and I had to go into commissioner mode to cancel the draft and delete the expansion teams. I guess I need to delete their minor league teams as well?
