Stop Reusing Player IDs

We have a league with a rather long history. After a while, the game seems to free up some player IDs and reuse them. This causes weird stuff like player pictures not matching if you look at old HTML stuff, and so on. With UUIDs or some other mechanism, it should be possible for players to have a unique associated ID that stays with them for the life of a league.

Turn off the delete players that fail to make the majors option
