Limiting CPU transactions ...

I am making a International universe aside of my IHA fictional one..

Using the players from the IHA on the teams....

But how, in FHM2, does one limit teams' transactions....

I obviously don't want mixed nationalities on national teams.... Do I have to make the free agents players' rights as 'none' ? Will that work? Is there an easier way than editing all 400´+ free agents?

The create-a-player tool is really convenient in filling out the international rosters for team with not even 10 players fx
