Scouting, Tools or Ability?

What type of scouting director do you prefer, and why?

Tools, ability, neutral?

And how do you allocate your budget in regards to majors, minors, amateur and international? 25/25/25/25, something else? And why??

Personally, I prefer tools, but it's really just a gut feel.

I usually do:

majors 5%
minors 15%
amateurs 40%
international 40%

...or something like that.

Main reason being, my main style of play involves growing a great farm system. I just don't really spend much time scouting majors because I almost never trade for major leaguers. Same thing, I don't usually trade for minor leaguers. If I get my franchise to the point where I am considering trading vets for prospects, I tend to up minors, and usually lower international.

Just my 2 cents though.
