Expansion Draft Issue

Hey All,
I am running a test league for a historical sim I am doing. My premise is instead of relocation to the west coast I will expand and hold an expansion draft. My issue is when teams submit their protected list, several 4+ star players are left unprotected and the expansion teams are really good. How do I correct this? Thanks for the help all.

Just protect more players than the default

In the game settings / historical menu I believe.

Personally I usually protect 35-40 per team depending on how many are in a normal org.
