Multi-National League Acting Strangely

Just started a new universe and the AI is acting in a way that I didn't expect and don't especially like.

The universe has a single major league, officially based in the US, with 32 teams almost equally split between US, Canadian, and Mexican Cities.

5 Levels of Minors: AAA with every team in a Great Plains (USA) city; AA with every team in a central Canadian City; A with every team in a Mexican city; S A with every team in a Maritime province (Canadian); two rookie leagues based in Texas and California.

I have feeder leagues, both HS and COL, based in all 3 countries to populate the draft @ 1/3 each.

With me so far? OK...

The ML teams have a balanced mix of players from the 3 countries (see Buffalo Bison image). The Canadian, Mexican, and USAian minor leagues have rosters almost entirely from the league country. I have no foreigner limit rules. Some of these teams have players older than they probably ought to be, and I suspect that these guys are only at the minor league level they're at because they are from a certain country.

Any idea how I can correct this behavior so that minor league players are judged not by the country of their birth, but the quality of their play?

There might be a foreigner limit on the minor leagues. The screenshots are showing only one player from outside the home country.

None of the minor leagues have foreign player limits either.

I figured out what was going on. The league nation for all minor leagues needs to be the same as the league nation for the parent league. The teams can continue to be based in the other countries (just like the Blue Jays). Changed that, and all the minor league players are now assigned based on their age/ability rather than nationality.
