Retirement Algorithm

I'm completely stealing an idea proposed by ra7c7er here, but....its a great idea:

OOTP could really use a retirement algorithm for the FA pool. Something like if you're postional rank in the "world" is below 2 times the worst active player then the player would either switch positions to one where he meets the criteria or he has a high chance of retiring

This would aid the issue of the FA market filling up and getting completely out of control.
