Quick steal ratings question

Just a quick question for those who have the game. I have bought 3 versions of OOTP so far starting with OOTP8. In that version there were (in my opinion) a reasonable distribution of players (in randomly generated leagues) in regards to their ability to steal bases. In OOTP13 however I noticed that a huge percentage of players were given good steal ratings (green or higher). In fact I had teams that had literally 2/3rds of the team with Blue steal ratings and you could almost always find a decent player who could steal a base no matter what the position (1st base, catcher ect.). This bugged me a lot since, in my eyes, it devalued the ability to steal since it was so common.


I was wondering how the stolen base rating distribution is for OOTP16? Do you still have a large percentage of players who have the potential to steal bases or has that been decreased since versions like OOTP13? Thanks for any and all feedback and enjoy your day
