Player Creation Modifiers?

I am currently creating a fictional world where I will have a main american league similar to the MLB.

I then want to have a japanese league that has a bit of a lower talent level than my main league and then a mexican league with an even lower talent level than the japanese league.

I have been reading about sabermetric and traditional modifiers and I am still confused... which one should I change? or do i change both?

Current Setup:
Main League - all traditional and sabermetric pcms set to 1.000
Japan - all traditional and sabermetric set to .900 (japanese minor league sabermetrics all set to .760)
Mexico - all traditional and sabermetric set to .800, no minor leagues

Will this work?

i really don't understand the difference between the traditional and sabermetric PCM's. Hopefully someone will explain

There are two different sections with modifiers in the league settings area.

The Stats & AI league settings page is based on how you want the league statistics to look like for example you may import MLB 2014 in order to get the league stats to look like MLB 2014 for your AL only league. If you want to adjust the statistics for the other two leagues; JBL and MBL - then on the same screen you can apply the statistical modifiers right there. Something must go on internally in the game engine to ensure statistical accuracy here. Note you will have the same screens available for the minors.

The other area which can be used is the actual player creation modifiers. This page can be found on the Players settings page in the league settings. If you use the Traditional OOTP Player Creation Modifiers then this is how the players will be created in the game and then it is all random on what might happen since there are many other factors that effect a players statistics, team statistics and of course the league overall statistics such as ball park dimensions! Be careful here as I have seen from experience "very small changes" have big effects such as Batting Contact modifier of 1.011 having a drastic impact on player quality for batting average! Below the TOOTPPCM set of options is the Sabermetric multipliers which again will have the same impact as the TOOTPPCM as explained above but, simply giving you more baseball specific categories to impact rather than OOTP ratings. One or the other it is meant to be the same here.
