Do FAs always take the highest offer
Do FAs always take the highest offer on the table?
Does OOTP take into account intangibles such as preference for a contending team, proximity to hometown, etc? |

In theory yes. In practice yes if your financials are right. Before I realized how off financials were for histrocial fiction from the 1800's to about the 1940's or 1950's I found had some leagues where money became no object for anyone. NB: This is with reserve clause rules which takes out an important balancing mechanic of lots of free agents who often bid up salaries. In those leagues I almost always outbid everyone else for any player I wanted. Then again winning almost every year also put me high on some other factors.
