New World_Default Updated with 2010 U.S. Census populations!

EDIT: Should throw out credit to klavier as I used his corrected world XML as the basis for this. EDIT 2: Added states as nations file, includes all nations plus 50 states + DC. Added United States region. Download here.

I discovered somewhat of an issue. Whenever I use world regions with this file, everybody has their city of birth listed as "unknown". For example, I'm running a league in Oceania and none of the players were born anywhere. The countries are listed, but not the cities. Anybody have any idea why?
