Reserve and 40-Man Roster Question

Is there a way, when initially setting up a league, to make sure that teams have players on their reserve roster at the start of the game, so as to avoid the huge scramble for free agents that takes place at the beginning of most of my created leagues?

Also, is there a way to do the same with the 40-Man as well? The beginning of most 40-Man leagues teams generally have around 28 players on the 40-Man with a 25-man active limit. Is it possible to force them to have say 35 players on their 40-Man at the beginning of a game?

Use commissioner mode to raise the number of rounds in the draft to 30-35. I usually use 30 rounds in my drafts. You still get a few teams signing guys but not many. From what I've found even if you set your draft rounds to completely fill your reserve roster teams will still release guys and sign new ones sometimes.
