Pitching Stamina Question

When scouting a pitcher to draft at a young age, is it possible to draft a player with low stamina (2 on a scale of 1-10) and have them develop into a starter stam range? Or does stam not develop like other tools?

from my expirience, stamina does not develop quickly. You can expect some improvement but not much.

It's incredibly unlikely to happen. Maybe once in ten thousand times, but maybe never.
