League parity through Financials

Here is what I would like to do... maybe someone can help me get it done, IF it is possible:

In a league with all human owned/controlled teams... I would like to use financials to maintain league parity, but only if I can do so with the following parameters:

1. All teams have an identical, unchanging income-base every year, so that there is an even playing field and no advantage due to stadium revenue, etc.

2. Salary caps are, of course, the same for all teams.

3. Player salaries are at levels which, per the salary cap, keep the best team from building a roster much better than the weakest team based on salaries related to talent.

4. I don't care whether the AI players can turn down a contract offer or not, although I prefer that feature. But, if it is just a situation where the second best rated outfielder in the league automatically generates a salary that is second best to all outfielders, that works for me as well.

If I can't manage to accomplish the above, or something extremely close, then I am leaning towards no financials and developing my own free agency system. (I would rather not add this extra responsibility.)

Any opinions welcome and any help very much appreciated.

Has anyone done anything similar to what is described or have suggestions how to do so?

The point in this case, for me, is to have a league where all human owners have an even playing field every season and success is based on team strategy and roster management skills with no one having an edge over anyone else due to ticket prices, better attendance, larger capacity stadium, etc.

1) Lock all noational and local media contracts to the same value.
2) Lower stadium capacity to something ridiculously low, 100. This means attendance has almost no financial meaning.
3) Lower ticket prices to $1.00 or less.
This means your primary revenue are media contracts and they are easy to manage globally.
Merchandising may be a problem. I do not know what options you have there.
You will have to do some work every offseason to get $$$ identical.
Turn off scouting, draft signing bonus system to simplify finances.

Should get you close.
