What File Dictates Strategy Changes By Year?

I just got to 1910 in my dynasty and for whatever reason, they game decided to move strategy to a five man rotation, which didn't actually happen IRL (it didn't become common until the 30s). I would like to modify the file that dictates this so I do not have to manually change rotation back to four every season for the next 25 seasons. Does anyone know which file dictates this kind of strategy?
