Player won't negotiate at all

I've only ever seen this on international players that you discover, but sometimes you can't even offer some players extensions, you just get a message "This player will not negotiate any further," even though you've never made them an offer. Doesn't even matter if they're high loyalty, low greed players with super high morale. What's up with this?

Scott Boras clients love to test the open market. Maybe you're dealing with the OOTP version of the super agent. If that's case, you'll have to wait until the offseason bidding war.

I saw this with my online league in ootp2013. We created a league and simmed ahead 10 years. Then we released all players and did a redraft. Some of the players would not negotiate will the new teams.
