Anyone noticing personnel signing with lower level teams?

The default out of the box game includes a TON of Asian (Korean/Japanese/Chinese/Taiwanese, etc...) coaches, several of whom are rated extremely highly. I've tried to sign these coaches/scouts many many times, in all the test leagues I ran and in my first real league, but... never have been able to.

Many times, I'll have the best offer out there (I know I do because of there they ultimately end up), and they don't sign with me. For example, I had a 5 year, 600k offer out to this one coach to be my hitting coach in high A, and he instead signs with the DSL Astros for 2 years/380k. And this is a common occurance.

What gives?

I believe that players and personnel have a preference for leagues in their own countries, even if those leagues have a lower reputation. That preference can be overcome by offering them more money, but I'm not sure how much more you'd need to offer for them to jump to a North American league.

But these Asian coaches were signing with Dominican teams

I've offered personnel 3x what they were asking for and I only managed to get a few signed. I think this is coded so you don't stock up on all legendary coaches/managers. I like it.

That makes sense from an out of world perspective, but there's... like... he signed for 85 times less then what I was offering.

I agree this can be frustrating. I found this out after I fired all my AAA staff. The AI should at least come close to your offers.
