Actual lineups

Does OOTP15 have the capability to import actual lineups from Retrosheet? Are the actual transactions included in each historical season?

Lineups: Yes - for the seasons for which the data exists (1914-present).
Transactions: Yes - but not disabled list placements or minor league promotions/demotions (since complete and accurate data is hard to come by).

pstrickert is right about transactions, but the combination of spread sheets, simple logic, and competent knowledge of roster management can help you approximate and in some cases duplicate the actual roster moves teams made during a historical season. I keep a team-by-team notebook with simple notations for each player noting last day in lineup, first day in lineup, out of lineup for 15 or more days (either you are on the DL or you are Rafael Robles), etc. Once you find a system that works for you this will be very easy to do on your own.

I haven't tried it yet in v15, but when I would play with historical lineups/transactions my own team wasn't limited to a normal 25 man roster when I would play out a game. Is that still the case?

Yes, but you can place only 25 on the roster (or 26 for doubleheaders) if you want to.
