OSA Dev/Scouting in a season that runs in "Winter"

I'm running a league that starts in October and finishes in April based in the southern hemisphere. I'm not seeing any development, according to OSA, happen with players apart from speed and position ratings changing.

Development is fine using the team's own scout.

I'm assuming this is an issue due to running a season across a calender year. Can anyone confirm or shed light on this? Also is anyone aware of any other issues I should look out for when running a season like this?

OSA re-scouts less than the team's own scout does.
