online_league_file_time.cfg no where to be found

I'm commishing a league and none/some of my GMs are getting this file in their settings folder, yet they are able to update the league file fine in game. Do I have to manually create this somewhere or is there a setting I have inadvertently switched on/off that is causing this not to be created?

I am yet to confirm if it is missing for all GM's - but no one I have asked has this file in their settings folder.. really weird.

Any assistance appreciated.

Update - 1 GM for sure is getting the updated .cfg file but no other GM is.. any ideas guys?
