Budget Question

Ok so here's the thing...In one of my online leagues I want to trade for a SP whose salary is 16 mil per year. The salary cap is 100 mil and I am currently sitting at 64 mil so I am good there, but my cheap owner has given me a budget of 102 mil which with my current settings for scouting and development only leaves me 9 mil in budget room. Can I go in the red to sign him or will I have to cut my scouting and development by 7 mil to do it? I also have the #1 pick in the draft this season will spending right to the limit of my budget affect what I can spend on signing bonuses or can I go over for that? I'm trying to trade my fifth round pick for the guy so there will be no salary going the other way in the trade as the owner I am looking to trade with is over the cap and trying to dump salary. Oh and if it matters I have -4.8 mil in cash, free agent room of 4.3 mil, and extension room of 5.9 mil.

We just started the preseason so I can change my budget numbers if need be and I have no gate revenue or merchandising revenue yet so I'm not too worried about finishing the season in the red, not that my owner deserves a profit anyway. But I need to know so if need be I can make room for him before I upload the next sim tonight. Any help would be greatly appreciated.
