Illegal number of players

Finally getting back into OOTP after a long hiatus. Any help with the following is much appreciated!

I've set up a four international league file (default Mexican league + 3 fictional leagues). I released all players to begin the first season with free agency. A few weeks into free agency, I get the following for a Mexican League team:
Tobasco has an illegal number of players on the active roster! (5)

Tobasco does have 5 players on the active roster. The league is set up to allow 28 players on the active roster and no limit to the reserve roster. This is an international league with no minors.

Any ideas why such a low number of players would trigger this message despite having a 28-man limit? I'm stuck at this point.

Figured it out. Mexico's spring training began and none of the teams had full active rosters (because I was dumb and had released everyone on Jan 1).

I was going to post about not being able to play games but saw the FA reference. Next time I'll risk looking like an idiot.
