Consequences of Low Intelligence

after finding out this guy was now ambassador of USA in New Zealand, I was curious to look at his OOTP profile. (sure he will be happy to know he is still alive in 2044)

and it got me wondering as he is listed as Low Intelligence. What does that impact? I have seen impacts Loyalty, Greed, Work ethics (most time looking at draft crop, if someone has varying results across years, he has bad work ethics)...

But what does the Intelligence affect?
