"Stats Only" What are the guidelines for this kind of league?

Looking into starting a "stats only" league. I will keep it small with only 6 to 8 Major league teams. would need AAA, AA and A teams also. Rookie ball? How many college teams? High Schools?

Also, do I just turn off "Rating Scales"? And I should turn off all "Generate International Amateur free Agents" and "International Scouting Discoveries" and "Generate International Established Free Agents" What else?
