Defense development problem

In an online league that I am in, players do not seem to be developing positions at all, or very little, and the commish doesn't know how to fix this.

A little background on the league, it is a league with players from all eras, with random debut rookie drafts. We know that it isn't simply because development is off, since players are developing other ratings, and some players are even getting worse at the positions, even in their prime.

Here is an example of a player that should be better in RF than he is:

Player Report for #14 Cito Gaston

I had drafted the guy out of the inaug. draft with his ratings at the OF positions exactly like they are now, and he had played 156 games in RF for me in the first year, before dealing him to the Braves the next season. With pretty good OF fielding ratings, he certainly should be better than a 3 in RF. I can give you more players as examples if needed later.

We would just like to know if we have something turned off/on that we shouldn't that would cause this, or if there is some other reason behind this problem. Let me know if you guys need any other information. Thanks in advance!
