can someone explain finances for PD and Scouting

Hi new to the game and been running it and the game seems awesome so far.

a couple of quick questions are:

for player development does more $$$ sunk into it mean your players will develop more and get closer to their potential star level?

same thing for scouting
will more money spent in scouting international players make it easier to sign them or just help gauge their value.

also when starting out and trying to find a scouting director having a weak one should i just use the OSA ratings as better than my inexperienced scout?

Yes, yes, and yes. The more player development money you spend, the better your players develop (give or take the influence of good/poor coaches, also). The more scouting money you spend, the better your scouts will be at evaluating talent and potential (but not guaranteeing players themselves will be better; just evaluating them). OSA quality was improved in this version so it's not a bad alternative if your scout really is poor. What I do, even with a decent scout, is I use OSA as a "second opinion." If they both agree on a player's ratings or at least approximate each other, I feel more comfortable.
