Rating difference conundrum

A bit of a challenge has arisen in my recent league, and I can't make head or tail out of what to do with this guy, so I thought I'd post.
OSA believes him to be barely on the level of a mediocre middle school ball player now, but expects him to become a fringe MLBer, whereas my scout (heavily favors tools) believes him to already be at AA level, with the potential to bat .350 for his career. So my question-- should I leave him at the international complex, promote him, hire a new scout, or something else (like trade him)?

He's only 16. Leave him there for a year or two at least to see how his ratings change.

i would plunk him in the lowest level of minors, but leaving him in international would be ok as well, really nothing to lose either way

Give him a shot in the minors. If he makes it, cool. If not, no biggie. Though I might leave him in the complex for a bit longer; he's only 16.

Leave him there. Scouting is intentionally very unreliable for 16 year olds in OOTP, so what you see here is normal; it's not your scout's fault.

I ended up leaving him in the international complex for about a month, until the August scouting update my scout said that he had progressed to an 11/20 contact at age 16. I got too tempted. I promoted him. Granted, it was a limited sample size- but I think someone is starting next year at A ball.
Note: Despite the fielding ratings, his fielding stats stink. Think .8xx fielding percent.

My main concern would be the fact that you have started his arbitration clock really early and this guy could end up costing you a fortune down the road. Of course if he turns into a .350 hitter it might prove worth it.

He was born in the Dominican. Chances are his "16" is actually 22. Put him in AA.

I don't think it is legal to put players under 18 in US minor leagues.....we have child labor laws.....

It's going to take him a while to learn to convert those fielding tools into actual skill. He's only 6 of 20 right now in CF overall. With that error rating, though, you might be better off moving him to left. It will be hard to overcome the errors in center.
