Why cant I sign anybody? (or worth)

Free Agency has gotten me frustrated here. There are numerous players who appear in the free agency list that I cannot sign or even offer a contract. Ie Som players like Adam Oates has been sitting there for 2 years with an 8 overall. Ive completed 3 years as the Leafs (started in 83 so my team is lousy-lots of guys at 6) and I cannot improve through Free Agency (have tons of cash sitting there).
Seems I can only "short list" a player (ie Adam Oates) but can never offer a contract, ever.

Am I doing something wrong? Or is this a glitch?

I love the simulation for the most part as things are realistic based on ratings..Just kinda boring throwing out the same lousy players. Add that with rookies not developing..kinda sucks.

I'm having the same problems. Playing my 2nd season, cannot offer most people under 23 years old a contract, even though they are legitimate free agents.

Any thoughts?

Wasnt there something with historical leagues where the players show up but they are not "eligible" for the league until the year they were drafted? That might have something to do with it.

No, they should be signable at the league minimum age if the draft isn't turned on. Sounds like something is going wrong here.

mrbadguy, what settings did you start with for "Draft Rookies" and "Generate Rookies at Age 17"? And what exactly happens when you try to sign them - the option's just not available, or do you get to the negotiation screen and can't submit an offer from there?

I have draft rookies on and draft at 17 off. Also have undrafted eligble checked in case it matters.
Some players like Adam Oates(age 23) and Kjell Samuelsson (24), with no NHL experience, appear in the Free Agent list but I can only short list them, no option to offer a contract. They disappear if I filter by "signable". Are they just not willing to hear an offer because my team stinks?
I thought maybe they wouldnt appear until they really did (in real life) but both of those guys were in the NHL in 1986.

Also..Patrick Roy appears in the Free Agent list with 2 years experience but once again I cannot offer a contract, only short list.

I am able to sign some FAs, but very few, especially any worth signing. I can sign any player who was just on my team also.

Also..On the home screen where it shows the "short list" in the bottom right corner..if I "right click" on a player who is currently on an NHL team fine..but if I "right click" on a player who is one of these players I cannot offer a contract too,,the game crashes. I can re-start at same point,,but no change.

Im assuming its some option I did or did not select. Just too bad because the sim is working out great. Stats are almost bang on for that time

I turned the draft on so that I (and all teams )could draft anyone. I thought that "draft off" meant players would just go to their historic team. Is that part of the issue?
