When does the league's fiscal year turn over? More specifically, when does the media contract money get doled out?

In trying to figure out a promotion relegation format I've toyed with the idea of have 2 subleagues, a senior and a junior where the senior league has a much greater media contract for each team than the lesser league.

Playoff teams would only come from the senior league and every team's strategy would be set to "win now" (sub question: where do you alter that as commissioner?)

Not positive and I am sure someone who knows more will answer this better. but the owner gives out more money at the start of the offseason so I would imagine that is when media contracts are renewed as well.

Immediately after the season is over, the financial stuff is reset.

In the Front Office, on the first tab, down at the bottom left is where the team focus can be set.

Be aware - if teams are AI controlled, they will change the "Win Now" to their choice. You cannot "lock" them in on AI controlled teams.
