Fictional players

I am starting my first custom league. When I choose fictional players, does the game just rename the current pool of players, or does it generate an all new randomize player pool?

It uses the real data as a basic framework, gives the players random names and changes all attributes within a certain range. They did this to keep the data of custom worlds balanced.
