Minor League Stats/Modifiers ?

Im running a fictional league with 24 teams with each team having 3 levels of minor leagues. ERA totals are around 5.25 league average on all levels of minors.
Ive read many threads on here with differing opinions on how to fix this. Can anybody offer any advice? Thanks in advance.
