Ratings / Development Question

It's been awhile since I've played OOTP so I wanted to check on something I noticed. A lot of young guys have very low potential when they are 18,19,20 years old. Does this gradually improve as they get older?

Much like real baseball, it differs from player to player. Some improve, some don't.

OOTP models this quite well imo.
