Waiver Priority in First Year of Historical League

I decided to start a new OOTP14 league as the 1950 St. Louis Browns. They're not very good, so it should be a good challenge.

I'm almost through spring training and there are several players on waivers that could really help me out. With one day left, most of the guys I wanted were claimed. I tried to claim them, but my claim was rejected.

This made sense for the NL players that were claimed by NL teams - I understand that claims within the league have priority. No problem.

But I wasn't able to claim a few players who were claimed by the Tigers and Yankees. And before anyone asks, I have plenty of payroll to cover the player(s), and I can claim other unclaimed players with no problem, so it definitely has to do with waiver priority.

That got me to wondering... if you haven't yet had a season to accumulate a won-lost record, what does the waiver priority get based on?

I checked baseball-reference and in 1949, the Browns finished 7th with only the Senators finishing worse in the AL, so it's not using historical standings (maybe you need to have imported real history?). It's not using spring standings, because only the Senators and Athletics have a worse spring record than my Browns. It's also not using reverse alphabetical order, because again, only Washington would be below me. Maybe it's using alphabetical order (the Boston Braves made a lot of claims), but I don't know how to confirm that. And it's kind of unfair if that's the case.

So does anyone have any idea what it uses? The OOTP manual says it uses won-lost records from either the current year or last year if you're fewer than 30 days into the season, but what happens when there's no last year?
