Historical/Fictional question about player development

Created a fictional league, based in 1871.

Deleted all the fictional players.

Manually importing the real players.

Will the game's development engine kick in as the years progress? Or will Cap Anson, Joe Start, etc. update with new ratings in the offseason for their 1872 stats?

I chose to base potential ratings on the player's best remaining seasons.

Also, I don't see anyway to import players manually based on 3 years with a double weighting of the current season. Am I missing that, or is it only an option for historical leagues?
