AI Not Pursuing International Free Agents Aggressively Enough?

The AI seems to always ignore very highly rated international free agents. Most of them also come much cheaper than similarly rated MLB players. In my experience this has been one of the things that makes it unrealistically easy to build a strong team. Star players who come over through the posting system in reality always end up the subjects of bidding wars. To a lesser extent I find the AI ignoring a lot of high potential minor leaguers and bench players during free agency. I have scouting on highly accurate.

Does putting scouting on highly accurate go into effect for all teams, or just your team? If its just your team, maybe other teams don't rate those players as highly and are less interested in them.

I enjoy this game. Unless you mean the International Amateur FAs, in which case I got into an impressive 4-way bidding war for one pitcher that restored my faith in that particular aspect of the OOTP AI.
