International signing issue

I am currently playing a fictional league with ootp 14 and am
Having an issue with the ability to sign the international amatuer free agents that are created each year. I have it set so that these free agents are revealed July 1st but am having issues signing them when the signing period starts. When I right click on the international players name no option comes up to sign them to a contract. It appears that other teams are signing these players, unless it's discovered players by the other teams scouts, but I am unable to sign them. Is there any easy fix here or a little detail that I'm missing that doesn't allow me to sign these players? I appreciate any help

I had the same issue. I had to league setup>rules> and change the age minimum to 16 so that when I right click the offer contract appears. I am concerned that if I leave this setting then 16 and 17 year old could appear in the majors. Shouldn't this feature work without having to adjust the age minimum? It doesn't seem to be a problem when the Scouting Director finds an international amateur and they go right to the International Scouting Complex. Anyone else have this issue?
