Quick Scouting Question

When scouting minor leaguers, do you guys place more emphasis on ratings when the player is playing at a higher level? If there's player A who has 5 star potential at single A and player B who also has 5 star potential at triple A, is player B much less of a risk than player A? This is assuming scouting is set to very accurate or off. Thanks.

Risk is more about how far away the current ratings are from the potential ratings. The closer the two, the less risk.
