Talent bumps in 14

I heard that draftees will not be as talented in 14 as they were in 13. The draft pools are shallower. Does it also mean that random talent change tapers off in 14? Does it mean I can expect less random talent changes and fewer increases in players' ratings?

I don't know about that. I've seen a couple guys get pretty good jumps, and past the first five rounds or so I draft based on who needs the fewest such jumps to make the bigs.

Austin Wates earned the starting LF job for my 2015 Astros after turning from a meh AAA player into a everyday MLB hitter. Kevin Chapman will probably finally make the bigs in 2016 after jumping 5 points in stuff and 10 in control (20-80 scale) at the end of the 2015 season.

My take based on currently available information is that the initial level of potential in the draft classes will be significantly lower than they were in OOTP13 (I have confirmed this via the editor), but that the consistent slaughter of potential ratings of the same draft pool 1 year later has been taken away. I do believe that the ability for players to get positive talent bumps has not necessarily been altered significantly, but I haven't played enough to be able to say for certain.

You'll see less players have drastic drop-offs in potential. Everything else stays the same.

In previous versions of OOTP, draft classes contained many, many high-potential players, enough so that you were still seeing 3- and 4-star talent in the 3rd, 4th, and potentially 5th rounds. Naturally, not all of those players would be superstars. Most would experience a drastic change in their potential rating over the course of their first year in the minors. Many became worthless scrubs.

In OOTP14, the overall talent of the draft pool hasn't changed. Some players will be stars, some will be serviceable, many will be scrubs. Talent Change Randomness still exists at whatever level you set it to. What has changed is the presentation of the players - you won't be seeing those 4-star guys in the 4th and 5th rounds anymore. In fact, most high-potential players are gone by the end of the 1st round. The trade-off is that there is no severe drop-off in most players' Potential ratings. Some high-potential players will wind up scrubs, sure, but you won't be seeing that 5-star stud you thought you nabbed in the second round turn into a 2-star benchwarmer overnight.

Plenty of players will still get talent increases.

the way I look at the latent pool is that its now closer to an educated guess if the player is any good. I have drafted a player that was a one star and potential one star as well and I had to draft the player to bigs due to injury and he did so well I kept him in the bigs for 4 seasons before trading him. That is my best example although I have a few others but didnt do as well as this guy.

I think this is more realistic than anything else. Scouts get it wrong too at times.

Edit: Disregard that. The 11/11/2015 scouting with all the changes was because I'd hired a new scouting director. My oversight.
