Problem after roster expansion

I am playing my first ever season and i have run into a problem. We are just at the point where the roster expands to 40. One of the teams in the lowest level of the minors only has 6 players on the roster. I am not sure what to do. It is not a team in my organization. I am just playing as GM of my team. I am playing the 96 season.

Please advise

My first guess: Few or no available players in the free agents pool. As commissioner, create more free agents.

I tried the "fill team with fictional players" option on their team screen but nothing happened. I'll try to create more FA and see what happens.

if the team is not in your league, you must navigate to that league on setup page your probably telling the game to fill a league with fictional players but the league your on (your league) doesn't need players

on the setup screen directly to the right of where it says "League Setup" , directly above where it says "financial Functions" there is a drop down screen...navigate to the league you want to fill before telling it to fill with fictional players

You may have to manually seed the deficient organization(s) with players before you can advance the game. After that, you should be alright.

EDIT: Also what Painmantle says; good point.

I created FAs and that solved the problem but I just got another messge that another team has the same problem. Will this keep happening? Should I turn on the option to allow fictional players? How do I do that if so?
