Zero HBPs ?

I am playing a fictional league with AAA, AA, A, and Rookie leagues. 93 games into the major league season and the league totals are near the 2013 (which is fine). However, in each of the minor leagues there are zero HBPs ! I checked the League Setups for each level of minors and all looks good. Majors has, for example 165,000 ABs and 1500 HP (.009 HP/AB) and AAA has 88,639 AB and 947 HP (.010 HP/AB). Any thoughts ?
