Three new Setup functions 1. Delete All Coaches and Scouts (including the ones assigned to teams) 2. Release All Coaches and Scouts 3. Fill All Teams With Coaches and Scouts

Also, the nationalities of generated coaches should follow the league's nationality setup values.
