I'm no expert, but what my league does is the commish basically zips the league folder up into a zip file and posts that on the website. Then we, the GM's, download that and unzip it into the game directory, thus creating the league folder with all needed files including the league.dat file.
WAs that what you were asking?

‘Zips,’ the big Z
Either zip everything that’s in the league folder (at least whe you do it the first time). Or just the things that are new since the last time you zipped it, and the owners can just add that if they had downloaded the last one. But keep the full file available too, having them both on the website is best.
