I think it always says that until a player has passed the min service time if I am not mistaken. It will say flat arbitration for really young players that you sign into their FA years. For example I signed Mike Trout to an extention prior to him reaching arbitration and even though I signed him through 2021 it still just said arbitration even though he will be past the 6 year service time and a FA.
He will be eligible to be offered arbitration like every FA but he will be a UFA.

Ok thanks. I was going to say that's a pretty big bug if it let players go though arbitration after playing that many years.

Are any of those years options?

Doesn't matter. As Ripamaru said above, the reason it's saying he's eligible is that he's still got less than 6 years of service time. Next season, when he passes the 6 year threshold, it will correctly say he'll be a Free Agent.
